Please Define Frame Relay:

Frame Relay, sounds weird and funny; in reality it's a common telecommunication technology for high-speed data transfer over T1 using shared facilities.

A Frame Relay makes it possible to share facilities because of “Bursts”. A Burst is a specific amount of data shot over lines from one point to another, not a constant stream. This gives companies an ability to share lines to cut cost. Since no one person or company needs to use 100% of this channel 100% of the time.
